Pasadena Child Development Associates, Inc. (PCDA) is devoted to providing the best treatment and highest level of attention to its clients. As a multi-disciplinary clinic, we pride ourselves in tailoring each program to address the individual needs of our clients. Additionally, as a non-profit corporation, adequate financial support is of paramount significance in the continuation of our goal of providing the highest level of care. To get started with treatment, selecting the most accessible means of funding is a pinnacle point in gaining access to the appropriate services. A few ways to fund for these services are described here.
The State of California recognizes the need for support and services for individuals diagnosed with a variety of developmental disabilities and related conditions. To help with this, The California Department of Developmental Services (DDS) distributes funds to nonprofit regional centers and state-operated developmental centers to ensure that individuals with developmental disabilities can receive the services that they need. To begin the qualification process, families should contact their local regional center to set up an evaluation and begin the approval process.
After an initial interview with the parents or guardians, the regional center will schedule a licensed psychologist to asses the child's development. Based on this assessment, the regional center will authorize funding and develop a customized plan of services to target the specific developmental deficits of the child. The conditions that Regional Centers cover include; Autism Spectrum Disorder, Mental Retardation/Intellectual Delays, Cerebral Palsy, Epilepsy, and/or conditions that requires same treatment as individuals with Mental Retardation. Regional centers themselves do not provide any services. Instead, they contract their plan through outside agencies in order to provide a wider range of services to individuals and families across each region. Many services at PCDA are funded by the Regional Center.

School Districts provide services to support children’s academic goals and educational development from 3-21 years old. The special education department for your school district will assess the child’s needs and can provide services or fund for services offered by contracted agencies. PCDA is certified as a Non-Public Agency by the State of California Department of Education. Please contact your school district’s special education department for more information.
Health insurance may also be used to fund some services at PCDA. Each plan is different so families must review their coverage with their carrier. PCDA is a participating provider for Blue Shield of California & Aetna Health of California Inc. These health insurances may be used in funding services at PCDA as long as the specific coverage is considered in-network with our organization. Additionally, PCDA is constantly striving to expand its in-network provider relations with a variety of insurance carriers.
If you insurance is not Blue Shield of CA or Aetna Health of California, Inc., services would be considered “out-of-network”. PCDA is unable to process out-of-network claims, however parents may pay privately and submit claims themselves or with the help of MedClaims Liaison (MCL). There may be special circumstances in which a client's insurance company can authorize PCDA as a preferred provider, (also known as in-network) specifically for the clients whose insurance company is out-of-network.
PCDA has partnered with MedClaims Liaison (MCL), a health insurance advocate, in helping families facilitate insurance claims and coverage reimbursement. As a client of PCDA, you may be eligible for Premier Membership with MCL. Once a member, MCL will submit, track, and file your family's claims to ensure that your insurance carrier is meeting their financial obligations.
